'75 Fast Idle - Choke Problem

'75 Fast Idle - Choke Problem
My '75 sometimes take 5-10 minutes to come down from fast idle.
After a ride the fast idle linkage is "frozen" - that is it will not
move by hand but, when the engine cools it works fine. There
is a 1 x 2 inch black box that feeds the electric choke with two
wires - that black box gets two wires from the harness.
What is that black box and could that be my problem.

PS; That little black box is about 3 inches from the carb
and is mounted on a manifold bolt.
