I'm pretty sure you have to remove the dash to do so. I forgot the upper wire harness on mine while putting the dash back together. That was enough of a pain that I would never try to change the switch with the dash in place.
I'd also like to know for sure. I just bought the wiper switch at last week's Corvette show in Houston but I'm not really interested in pulling the entire dash on my '81 daily driver.
Its easy. Remove the lower dash pad....the one that runs along the bottom of the steering wheel. Reach up and undo the one and only screw/bolt that holds it in place. Take the **** off. It should drop down. If its the delay you are having problems with its not the switch but the module in the rear passengerside compartment.
while restoring my '79 i changed the wiper switch and it worked. after getting it together to drive the wipers work but the delay has stopped. i will have to remove my dash to remove it. i want to know more about the passenger side module mentioned in this post...could that be my issue? exactly where is it located and does it run on vacuum or?? my new switch was made in MEXICO and i thought that was the problem.

I'm guessing that the 79 is the same as the 82...we have the same interior. The module is located under the compartment behind the passenger seat. You need to remove the plastic tray to see it. It should be bolted to the wall.
If your switch operates your wipers the switch is fine. Check for that module.
