I just had a new radio put in the car. It was working fine but when I turn on the wipers the radio power goes off. Then today while I was driving into work It started turning on and off. Could this be because of a fuse being too small to handel the load.
No, if the fuse was to small it would blow. They have something wired wrong or you might have a wonkey ground. There is a black ground wire in the dash harnes that attaches to the drivers side door pillar behind the dash. You can run a temp ground from the radio chassis to a real ground point of the battery Neg and see if that fixes it. Look at the wiper motor ground, make sure its not broken.
I don't see any connection between the wipers and the radio as they do not share the same fuse. It looks like you may have to take it apart to see how this mess was wired up.
I brought it to a audio place near my house. You should have seen how the old one was wired. I was going to do it myself until I saw the mess. I guess I could bring it back to where I got it done and see if they will trouble shoot it.

Possibly, the wiper motor ground is a weak link. Replacing it is a cheap and easy fix to be done with installing a #10 wire on the ground post at the ac box to ground.
A good ground is kind of hard to find under the dash, Installing a real one under there is a good idea.
I wonder where they picked up the power for the radio?
