working on the h/l on a 79. with the headlights off they raise very slowly all the way up. and will not close unless i pull the vac supply hose offthe relays.

I'm thinking the headlight vacuum to the relays is reversed. Top relay connection (RED) to the back of the actuator. Bottom connection (GREEN) to the front of the actuator.
The relays are spring loaded so they move to close the headlights when vacuum is "off"
With the switch headlight off and the pull down switch pushed up there should not be vacuum to the relay
You can bypass the pulldown by pulling the short jumper line from the headlight switch to the pulldown and connecting the other line from the pulldown to the headlight switch where the jumper was attached
