I understand there are no CARB approved headers; but HEDMAN makes a good product with AIR tubes that work and may pass an inspection.

The hedman headers will pass inspection in CA however the OP is talking about the heat riser (aka EFE) as opposed to the AIR system.. Doug thorly makes both a mechanical and vacuum operated heat riser that will bolt onto a full length header.

p/n THY-HR212-3V

Hedman also makes bolt on heat risers that connect either through factory ball and socket or by header flange.

p/n 21120 is a 2 1/2" header flange or 21130 a 3" collector flange.

None of these have EO numbers and all of them will get you past the visual and tailpipe inspections.; So you are not forced to live with shorty headers. I've been running full length in my 78 in San diego for darn near a decade with no issues.
