Tstat goes in first and sits in the little recessed valley for it so the gasket sits flush on the intake manifold and then the gooseneck on top.
I may be wrong but the thermostat fits down into a shallow bore in the intake which makes the thermo flange flush with top surface. Therefore, thermostat then gasket then housing.
