You want to try and protect the solenoid from the heat of the exhaust. The exhaust gets much hotter than the engine block. While the engine is running the exhaust is heating up the solenoid, hence heat soak. This is why it can takes some 30 minuets before you can start the car while solenoid cools down.

Yes, to a certain extent. The pipe coming down is blocked from the solenoid by the end portion of the shield bolted to the starter body and when the pipe turns horizontal the plate shown in the pic protects the solenoid (and the wiring) also. The pic is misleading as it seems to show the pipe under the starter. It is actually closer to you (away from the starter) than is evident. Unfortunately the car is now in dead, commercial winter storage and I cannot take additional pictures.
