You aren't going to be able to get a torque wrench in there.
Use your judgement, and tighten them all evenly. then drive a bit, and tighten them again. Repeat this often for the first couple of weeks. The gaskets shrink and thats how the bolts get loose. So unless you are using some of the metal gaskets, you will have to retighten.
Your right about getting a wrench in there. I'm using an aluminum gasket but I think that your idea probably still applies. I'll drive it for a time and then put the locks on.
