Luggage racks come in both 6 bolt and 8 bolt mount. The 8 bolt came out in 1977. There are after market racks available in chrome or stainless. The chrome ones come with the pins to hold the roof mount brackets. The stainless ones do not. The hole pattern will probably not line up properly with the bracket that you have.

I got one on eBay (after 2 tries, first said "SLIGHT rust", it was bad, resold it on eBay, stating it's actual shape...took a hit money wise) and the second was near excellent...or go to Ecklers.com and buy a new one....here's what the eBay one looks like....
My rack is chrome...I keep it polished with chrome polish and so far no rust, of course, she never sees a salted road...EVER!!...which helps the issue...
What if you have a good, pitted one? Re-chromed? Probably costs more than a replacement.
I found that the cost to rechrome is more expensive. Mine is in decent shape, just has some slight scratches on it and I cannot get them out with hand polish.
I was just wondering if anyone has used the Stainless Steel version and if they like it better for looks / wear.
I bought a new (6-bolt) chrome one from the world famous vendor in Florida to replace the quite rusted one on my '73 when I bought it in 1988. Within no time at all I found it a challenge to keep rust off of it. Particularly so where the screws go down through the pedestals to the mounts in the body, as well as the pedestals themselves. The car was rarely in the rain but was washed almost weekly.
I stripped the car and repainted it in the early 90's and by that time the aftermarket offered the SS model. I decided to replace the chrome one with a SS one at that time. It looks very nearly like the factory (dealer installed) model and the holes lined up better than I expected so I didn't have to fix any holes in the rear deck. I have been very pleased with it and it requires zero maintenance. Be sure that the mounting kit has SS screws that attach it to the body, otherwise the heads of the screws will rust and discolor the rack.
