You have a little leak somewhere.Possibly the 3 port check valve.
Edit -try this-start engine and let vacuum build-pinch the hose between 3 port valve and the manifold-shut the engine off-restart engine-if the door doesnt go up and down then it was the 3 port valve.

Could be the check valve, or a plugged filter (in the same line from the intake manifold), or a malfunctioning wiper solenoid valve/switch gizmo on the back of the tachometer (driver's dash). You will need a vacuum gauge to diagnose the problem.
