If the breaker trips with the key on and the console switches un pushed, the console is the place to go. Power is routed from the fuse box to the console harness and the switches, then back out to the doors. Likely candidate is a screw in the harness from the side panel, or a bubba fix where he tied in a spot light or something
SIXFOOTER, Thank you for the quick response. That's what I'm thinking too. The switches were un-pressed, and sometimes the windows will work for awhile, them starts tripping the breaker. I will start looking in the console area. Once again thank you.

Welcome, there is a pink wire from the fuse block to a splice in the harness and then to both switches. If the breaker trips without the switches pressed, it has to be on the pink wire somewhere between the breaker and the switches.

FOUND IT!!! It was the power seat that was shorting out, taking the windows out too. The 1981 G.M. service manual for the electric is so wrong. The manual shows the windows on a complete different circuit breaker. Found it my seeing that the power seat uses the same circuit breaker as the windows. Thanks for your help!!!

Interesting and good to know.I'm looking in my 81 manual.Was it the breaker at the top of the box or the lower one they label as -PWR ACCY?
The top CB is for the windows and power seat. If you look in the 1981 corvette shop manual page 8A-72 it shows the CB PWR ACCY as the CB for the power Windows; WRONG!!!!! If you look on page 8A-76 for the power seat you will see CB 76, which is the same as the power windows. Also look on page 8C-25 on the fuse panel, item C is the wire for the windows going to that CB 76. When I disconnected my power seat and CB reset, my windows are now working; the short is in the electric seat motor, or wiring.

Yes that helps and you are 100% correct.It looks like they have it correct in the diagrams (POWER WINDOW CIRCUIT BREAKER)but wrong in the pic in Fig.8A-74. I will correct my manual so as not to give out wrong info.I checked 82 and its OK.
