No, in fact that tank is probably what's keeping your lights and brakes working as they do with that leak.
It's not the easy way out it appears to be because getting that tank is a process much harder than just finding a leak in the vac system.
I would advise you focus on the leak, or switch to headlights and braking systems that don't use vacuum. You'll have a lot less to worry about and won't have to wrestle the tank out of the nose.
The vacuum tank in a 77 is a part of frontal crash system and is made of very heavy tubing. It is unlikely that this has rusted through anf is the source of your vacuum leak. C3's have a vauuum resevoir to allow you to raise or lower your headlights after turning your engine off.
To answer your question,
1)yes you can replumb the vacuum system to bypass the resevoir, but you will always have to have a running engine to raise or lower your headlights.
2) before you do this, trace your rntire vacuum system looking for loose or deteriorated hoses or parts. It is far more likely that your vacuum leak is here father than in the heavy walled tubing of the 77's vacuum resevoir
Your power brakes are also vacuum assisted, but they are not supplied from the resevoir. They have a direct connection to the intake manifold and have a check valve where the hose enteres the metal can to retain the vacuum.

I'dbe surprised if the vacuum tank is leaking on a 77. Unless you've tested the vacuum tank with the hoses removed and the fittings capped to be sure it's leaking, I'd suspect the relays and actuators as like most likely cause(S).
However, if your vacuum tank is leaking from a rust through, you need to get your frame inspected by a vette professional. The tank is pretty heavy duty and isn't prone to collecting moisture and debris causing rust out. The rest of the frame should be in much worse condition than the tank.

The frame appears to be painted with some type of protective frame paint. There are no spots of rust. I will definantly have it reviewed professionally, however.
