Default help - one headlight up one down

I can't seem to figure out why the headlight on one side is stuck open. I got the car running with the new engine / blower combo and one light open and closes (although slower than before) but the other one just stays open. Also, sometimes the wiper door closes and other times it stays open. It used to move open and closed every startup really fast but not now. I am guessing I'm not making as much vacuum now. I have a port in the spacer below the rear carb above the blower for the brakes and one next to it for the other lines. They are all teed off that port. Any help???

I would guess the front seal is bad in the light that doesnt move.Check that actuator to see if it holds vacuum.
EDIT-I thought you said "closed"-better check the relay on the one stuck open.

If you have a vacuum gage, check the vac directly at the port. My headlights move with as little as 6 inches of vac now that I've rebuilt the actuators.
