Pat, although it wouldn't be '3D', if you take any emblem from a car to most vinyl sign/decal shops, they can scan it, and make it for you:
a buddy has a '68 Mustang with all fiberglass body-parts (and a blown/injected Cleveland sticking through the hood! ), yet he wanted all of the 'correct' markings on the car ('Mustang'-script on the fender, side-marker lights, '4 2 8'-badge for the trunk-lid, etc. ), so we had all of his badges reproduced in this manner.
