Had to drive my 81 in the rain lastnight, and noticed that when I put the wipers on in the first on position, no matter where the delay **** is set, they seem to be a little out of whack. They stop in the wrong position on the windshield, sometimes all the way up, sometimes right in the middle. The second and third on positions work fine. Any ideas?

There is a delay module located in the right rear storage well where the jack is. This could be the problem. The plug ends get dirty clean them and see if it fixes the problem.
the delay circuit gets the signal to stop the wipers from a switch in the wiper motor cover. when this switch is grounded the wipers stop and restart after the delay time. So you could have a bad switch in the wiper motor cover or a bare wire coming from this switch to the wiper controller in the accessory box or a flakey controller.
Disconnect the pink wire at the wiper motor, this is the delay park switch, if the wipers do not stop anywhere while on the first position then the problem is the delay switch in the wiper motor cover. see below
Take the wiper motor cover off and have a look at the switch it looks like a strip of springy steel with a wire on one end, it should be tight in the cover.
if the wiper are still possesed with delay switch disconnected then you need to look for a bare wire. It is possible that the washer pump may be the problem as the delay circuit and the washer pump share this wire. See http://www.corvetteforum.net/c3/tune.../index25.shtml
the easyest way to check the controller is to take it out and install it in another 80-82 corvette.
If the controller is bad I can fix it.

My washer pump is gone. It broke off of the bottom of the washer fluid tank, so I just don't run any fluid. I don't drive it in the salty winter, so I don't need it. Could that be it?
Actually that is possible. The washer pump is the source voltage for the delay circuit. When the delay switch in the wiper motor is grounded the wipers stop. With no source voltage the delay circuit could be close to 0 volts all the time,causing the wipers to stop whenever. Try substituting a 500 to 1000 ohm 1/4 watt resistor for the washer pump
