stearing column problems

Default stearing column problems
Just assembled my 68' telescopic column and the upper bearing and small shaft can be pulled up about six inches when the lock ring is tight. Is this column broken or am I doing something wrong? Any help would be great!

There should be a small semi-circular wedge and a 12.5 inch long rod inside the upper steering shaft. The star screw should push directly againt the rod and the wedge should tip and lock the upper steering shaft to the lower shaft.

The following are three scans from the Chevrolet Shop Manual on the 1968 telescoping column. Note that the rod and wedge are shown on the blowup in scan #2.

the lock ring to lock the column from telescoping is tight and the column slides as well- now I have two problems. I will look at the docs and try to figure it out-- Thanks!
