1. fuel in the tank? Use s flashlight, not a lighter
2. after turning it over does the accelerator pump squirt gas into the carb throat? Use the same flashlight
3. Change the fuel filter
4. Do you have spark? How do you know?
5. Now it gwts interesting, Pull the filler neck and clean or replace the fuel sock
6. Take the fuel line from the tank off the fuel pump, there is a rubber line there. Connect a vac gauge to the fuel pump and turn over the motor, see if there is a reading.

ok, a little rough on the grammar, but, ....first thing, break open the fuel line at the carbureator.. crank for a bout 30 seconds or until fuel comes out...if no fuel there, the mechanical fuel pump is on the passenger side, towards the front under the AC compressor if you have one.. pull the large line coming from the back of the car off and attach a brake line from any parts store,( they are cheap and bendable, I believe it's 3/8 diameter.. then run it into a 5 gallon gas can.try cranking again...if still no gas at the carb end you have a bad fuel pump..if you do...well then one of two options, either your fuel pick up is rotted out/clogged or (worse) your fuel line is rotted and you have to run a new one.. way to tell that is take an air nozzle stick into the top of your gas tank with a rag around it and pressurize the tank...you will find the gas leak if there is one. of course you could also do that first before you deal with the fuel pump..it depends what kind of shape the cars in on which you think is more probable
