system should not cycle that much, but its hard to toruble shoot without more info.
clutch is controlled by suction side pressure switch, system pressure is very dependent on ambient temp (outside and inside of cabin).
could also have a high side shut off switch, was it converted to 134a or is it still r12?
at 30 psi suction the coil temp will be below freezing and condensate will freeze on coil, this is also dependent on cabin temp and air flow. the suction pressure switch is there to try and prevent this by cycling the comp off when pressure gets low enough.
If the system is under charged or low on freon it will also cause the comp to cycle on and off.
