Default Timing

My son bought a not running 76. A 350 was installed but not complete. We finished installation and got it started. The previous owner said he had installed a new cam. After we ran the engine to break the cam in I tried to set the timing. What I found is that the timing mark is @ 12 o'clock @TDC. Has anyone ever seen this? Thanks

If #1 is truly at TDC, then I would suspect the outer ring of the balancer has slipped.

Does anyone know the relation of the key slot on the balancer to the timing mark?
