I just got my 76 home from the garage where I got a tune up and tranny work done. Went to turn on my lights and they just crawled up, with one side much slower than the other. Shutting off the lights one stayed up.
This has never happened before. Any ideas why?

10 to 1 that you have one, maybe two bad seals in the actuators. They are relative cheap to replace, about $10 each at Ecklers or Mid-America. I had the same problem on my 80 and replace the bad seal, and I was amazed how fast they both came up and down.
I dunno--happened that sudden after someone's been tinkering around in your engine compartment, I'm thinking a loose or dislodged vacuum hose somewhere in the headlight system. I'd get under there with it running and listen for a hiss.
I'm with JB sounds like maybe they pulled a vaccuum hose off or damage one during the tune up. I would check under the hood and make sure everything is alright :yesnod:
If you are interested, ZIP has a very good article on 68 - 82 headlight actuator seal repair (same article was reprinted in corvette fever mag) http://www.zip-corvette.com/techniclfs.htm
But I agree that is sounds like your mechanic may have knocked something loose. I hate it when that happens !! :mad I had my mechanic install a clip for me on the pin that holds my brake pedal. I spent HOURS under there but could not get my fingers to fit!! He managed to get it on in a half hour. Of course a few days later it was noted that my brake lights didnt work!! Wire was knocked loose while he was under there. MJ
