National Parts Depot sells a reproduction of the original heat shield supplied with the Z28, including the 1/4" insulator. The heat shield even has the firing order and GM part number stamped on top. Much better product than the Mr. Gasket shield in my opinion.
For the Holley carb, the carb to manifold heat shield is Part # C-3726-100A. $29.95 (National Parts Depot. 1-800-874-7595
For the Q-jet, it is Part # C-3726-101, for $24.95
Just an update on my "rich" problem. YES...the primary transfer slot was exposed too much and the secondaries were closed. I set up the throttle plates as per Lars tech paper and holy cow....she idels & runs like the SB monster she is. No further idel adjust or mix adjust was necessary. I used dial calipers to get the plates at the same angle, with .020 of transfer slot showing on the primaries. THANKS to all who responded.
Now to fine tune.

keep in mind,
when u sneak in air from the rear,
it raises the transition cruising speed,
making it suck gas.
macho guys brag IT GETS 9 MPG.
when the front butterflys have a hole drilled, the air flows from the front, a more sophisticated solution. ie, better mpg at ~35-40 mph cruise
