check out the idle HC's. Too much fuel ???
Here is my 78 L-82 (Calif )results...note allowable HC's at 15 mph (max 191) & 25 mph (max 159). Mine measured 17 & 16....You definately need some carb tuning...especially with the favorable criteria you have.....
I have a similar situation with my Q-Jet only my HC's are near 3400 at idle. I don't have to pass smog tests here but I had them test it because the thing always stinks of HC's when idling.
Anyway.............the problem turns out to be the idle circuit it the carb is actually lean and it's pulling fuel from another area making the thing seemingly run rich, it's actually running lean.

Carb probably needs work ... but are you sure you have enough vacuum & compression with this combo? Do you KNOW your true scr? Do you KNOW your vacuum?
Which head gasket? Which RPM heads: 70cc or 64cc? What pistons? ... and ... How far (if any) down in hole?
