To get the squash to look right the rivet should be cut off so 1/8 inch is used to peen over. Hold a heavy piece of metal on the head and tap on the outside of the rivet to form a round squash with a small ballpeen hammer. The rivets are soft so you will learn quick. Some use a muffler air tool with a drilled hole like the squash in a old tool that is cutoff and drilled.

I changed the plates you mentioned a number of years ago. I used aircraft rivets and drove them with the the appropriate rivet set and gun (air hammer). You can use a bucking bar or big hammer to form the upset head.
