Default Windshield wiper door

Hi folks, my windshield wiper door has stopped working. I have done some testing and am not sure what part needs to be replaced. I removed the two hoses from the Actuator relay valve that go to the door actuator and by blowing into the two hoses I can move the door up and down. I am not sure how to test the Actuator relay Valve. On this vett the the Windshield Wiper arm control vacuum shut off valve has been by passed which eliminated this valve as being the proplem.

Can anyone tell me how the wiper door is activated from when you activate the winshield wiper switch. I am not sure where this connection is between an electric switch and the vacuum system that operates the windshiel wiper door.

is it in the up or down position? do your head lights operate properly? if the lights work, your vacuum tank and system are probably in ok shape generally. the default is up, so if you have engine vacuum it will stay up unless the relay diverts vacuum to the down side of the actuator. pull the small (control) hose off the relay and determine if you have vacuum on the hose. if you have vacuum there, and the actuator works as you tested, check the relay. if there is no vacuum on the control hose, trace the control hose under the dash. look for leaks or disconnected hoses. anything that would bleed vacuum off. also check the vacuum valve that's attached near wiper post on the pass side. if the valve is not operational, it will block vacuum to the relay.
