Default horn does not work

My 69 vert had a 76 vega wheel, t&t, got all the parts from a vet parts dealer to convert to correct wheel, here is my problem...the horn button sits against the telescopinc adjuster and the horn button is not long enough to touch the contact point what am I missing? Thanks in advance

Do you have the spring under the pin to push it up into contact with the horn button contact?

The spring is in but it has a piece on the end to hold it down right?

Yeah the pin goes in the bore and there is a spring under it to push it up. Maybe someone will have a good exploded view of the column and you can see what might be missing based on what you put in when you assembled it.

looking at the manual I think I have everything and it is in the right place, the contact with the spring is it flush to the hub or does it protrude?

If I remember correctly it should protrude.

It does and I think it is there to hold it in place during assembly. I use the horn contact lever arm to push it down when I install the horn contact assembly.
