Yeah, you can look at your engine casting date, the body build date, and check against the approximate date your car was built (figured out by the VIN). See how they all match up. For early big blocks the engine cast date is down by the oil pan rail on the passenger side (IIRC) - I'm not sure if the '69 is the same. There are standards by how far the component dates should proceed the car build date.
The last car built in Nov 68 was 9,159 and the last one in Dec 68 was 11,742. So yours was built (assuming the 10,704 is correct) around the middle of December. You can approximate the actual day by dividing the cars by the number of working days.
Tomorrow when more people are on people will chime in and correct anything I've messed up, but I think I'm pretty close. It's been a while since I've had to research a car so I'm rusty...

Thanks Steve. It's hard when you need some answers and it's not coming in fast enough. This I is killing me, but what you said about GM using an I as a 1 can only make sense. I checked the block number and it matches for my 69. It have a 4sp with ac. So the HX is right on. Here's another question, the shop milled the numbers off because of the block being warp. I have pictures before the milling.He has the numbers for the vin and the letters. We were waiting for an I but he can't find one that matches. Should I change the I to a 1 and stamp it that way? Or try to find the I and restamp it like it was? Since the stamping of the I might have been from the factory. Motors been in the shop close to 4 months and kind of waht to put it back in the vette and cruise before it starts rainy season.
