I was cruising around 90 and POP I'm sideways on I-275n in rush hour traffic ....my right rear tire ATE part of my fender
do they make patch panels or am I better off replacing the fender???

You should not be taking chances with speed with all that rust.
You might have been very lucky that all you did was the panel damage.
Check your whole car for rust before attempting high speed travel.
If something else let loose it could be much more costly.

I think he is looking at your frame in there. If its just surface rust its not a problem. Fiberglass work isn't that hard. Couple choices: Either replace the quarter panel or patch it. You might find that replacing the panel is the fastest and easiest way to go, as oposed to cutting, glassing, filling and smoothing the 2 or 3 areas that are affected there.

Yep. Just by the right repair materials and "patch" away. Cleaning the area properly before patching is important (but a PITA). Ask around for the best "finishing" tools to use.

looks like you can tackle that if you are inclined to. fiber glass is pretty easy to work with .....that rim needs to be checked for trueness before you mount a tire on it though
