It's a high pitched wine that can be heard through after market or amped stereo systems. It's when a component of the stereo system is picking up noise from either the alternator or distributor. Ground loops can cause a similar noise but it's not RFI. Mine even does it when the head unit is off, the amps are disconnected, and the terminals to the tweeters register a 0.00V on a DMM. If you know how to solder, you can get the components from radio shack and build your own tach filter, that is what I did and only cost about 5 bucks and 30 min. It works great too.
