I have an '82 and I like this model year for many reasons. However, I would like to improve the horsepower and torque without sacrificing reliability or gas mileage. I live in CA so it needs to remain smog legal. Any suggestions?

Might also want to check out www.x-ram.com . Its an interesting read about the crossfire manifolds. Its pricey, but a manifold and rocker replacement can be done without digging into the engine. And, it has a 30 day money back guarantee if you don't think it delivered what they promised.
I've read old forum posts and PM'd a couple of forum members who bought it. For the most part they say yeah its pricey, but it delivered the performance increase they were looking for.
I have an '82 and am considering this upgrade, combined with exhaust mods. I'm not looking for a radical performance gain, just something on the order of L98 ('80's C4) HP and torque. If I do it, I'll probably take a before and after dyno read to see what it did for me.

If gas mileage is a concern, your options are going to be limited with that motor no matter what you do. However since you have the 700 R4 in there, you still have an edge over the other vettes in the gas mileage department. There are some things you can do for performance that WILL decrease your gas mileage, but it will still be better than the earlier vettes.
Easiest and cheapest way to pick up some extra HP's is the exhaust system - cut out the stock catalytic converter and go to a true dual exhaust. Doesn't cost much and you'll notice a difference immediately without it affecting gas mileage at all. In California you'll still need to have a cat in there, but you can pick up the high-flow performance ones.
Second thing to do (this will affect gas mileage) is change your gear ratios. I think your stock gears are 3.08 or 2.76 (someone can correct me, I know its pretty low though). You could go to 3.70 or even 3.90 and see a noticeable change in performance. It will affect your gas mileage some, but the 700 R4's have the overdrive gear in them so it's not so bad.
