if the starter is not turning over, check battery connections, battery to frame ground, frame to engine grounds, wires to starter, starter solenoid. You can always jump across the solenoid to see if its a bad solenoid. Also, check the ignition switch and down the column. You can also try turning the ignition with the car in neutral and move the shifter slowly back and forth to see of the neutral safety switch has moved.
82 auto tranny. Hei Distributor. Mine did the same thaing replaced the battery life is good. you say you have anew battery. I have had defective new batteries before. try anothe battery first. Check all of you connections specially the grounding. Check your connecdtions at the starter. Then check the distributor. If it is just clicks at all its proabably just a bad connection some where...let us know what you find.
If the click you heard was from the solenoid, you have insufficient power; either because of loose connections, faulty wiring or battery. Quick check is to attempt to boost the vehicle. If it cranks right over, determine condition of the battery(charge/replace). Otherwise, get out the voltmeter and check over the system.
That reminds me of the time I was off-roading and crossed a deep water hole and got water under the hood, shut down, blah..mechanic that was with us popped the distributor cap, sprayed WD-40 to displace the H20 and all was well..

If all else fails. Have someone turn the key and tap the starter with a hammer. If it cranks its the starter or solenoid thats bad.
I went through this ordeal. Fortunately I have access to batteries. Tried some new low cranking amp batteries and they wouldn't start the car. I ended up buying a 720 amp battery and it did the job for a few months. Eventually it wouldn't start the car either. it turned out to be the starter. As the starter wore out it took more amps to crank. Once I replaced the starter...which is cheap and easy to do my problem was solved. Both batteries (low amp and high amp) cranked the car with ease with the new starter in.
i got the starter issue fixed now the engine turns and sounds like its about to catch but never does.

To receive sound information you have to provide a clear indication of what is occurring. What you are saying is the starter issue is resolved and the engine does not start but revs up and down. I don't understand your statement. How does it rev up and down if it doesn't start? You should clarify this statement.
If the engine is now turning over sufficiently with the starter but doesn't start then you must look at basics. Do you have ignition(spark) and fuel supply? As previously mentioned by other posts; if the car ws sufficiently wet to cause concern I would check the distributor cap/rotor and work my way through the ignition system then check the fuel system.
