My horn does not work. I just bought it and have a great deal of work to do on it. How do I take the horn button on the steering wheel off? I think the spring is missing and also the telescoping lock does not stay locked and I would like to get to it and see if I can fix it.
Use a long thin tool, and slide in under the steering wheel cap and get it in between the retainer with teeth and pry it up from the ring it's snapped into. Your horn button is riveted to the top of that retainer and if you pry on just it you'll pop those rivets.

Once you have the horn button off, you will see a ring held on by three screws. That's the horn ring. The spring will be mounted under the leg off that ring. Once that's out of the way, you will notice a star shaped screw with two screws in the grooves. Those two little screws hold the locking ring to the column. Remove the two little screws and tighten that star screw a little bit, the screw the lock ring back to it, it should solve your telescoping problems.
Thanks to all of you for your help. This vet is my 50th birthday gift and I just love the thing! It runs well but needs work. Other than the horn I will need to fix the lights so they will pop up, breaks do not work real well, power steering pump is out, and no dash lights! Air does not work as well but I do not care much about that right now. Did not have t-tops but a rag top. I see where it once had tops and will keep looking into buying those as well. For some reason the key is missing that opens the door so I have to reach into the car to unlock it. The last car I had was a 1977 Trans Am but had to get rid of that in 82 when the kids started to show up. I feel like a kid again with this new toy!
