I've done some searching for this and found little to do with my symptoms. Ever since the new interior went in, when I pull the headlight switch into either position, the buzzer goes off. It will continue to buzz until the headlight switch is turned off. It does it for both parking lights and full on headlights. It doesn't seem to care about the seatbelt, assuming it's the same unit.
My questions is, can I remove the buzzer altogether if I can't chase down the problem? I can't see a reason for me to have it, since I'm almost OCD when it comes to what I do when I get out of a car.
There must be some kind of fault in the wiring of the headlight switch and the ignition. That buzzer should only come on IF the headlights are left on AND the igntion is not on RUN. If you don't want to mess with the wiring, pull the buzzer (if the buzzer doesn't serve some other purpose as well).
I'm fairly certain that you can disconnect the buzzer w/o any problems with the headlight system. However, I'm not sure I fully understand your problem. The buzzer should buzz with the lights on and ignition off. Once the ign. is turned on with the lights on, the buzzer should go off.
I might also add that it is a nice feature to have and I have actually added a warning buzzer to older cars that I owned at one time as it alerts you that you left your lights on when leaving the car.

Yeah it buzzes when the headlights are on, both, when the IGN is ON and OFF.
I wouldn't mind fixing the actual problem but I can't find any specific enough diagrams to help me trouble shoot it.
Yeah, I just tried Google to find one but no luck unless you want to pay. I know there is not much to the wiring as hooking them up takes just a few minutes. Hope you find the problem.

It IS the thing mounted to the top of the fuse panel right?
Anyone know the best way to remove it? Cut wires or will I have to splice anything to complete a circuit?
I know these after market buzzers just connect to a circuit in the fuse box. Remember though, DB, the first time it rains and you leave your lights on and come back to a dead battery, you are going to kick yourself in the you know what!

Ha ha, I understand that, but in the 14 years I have been driving I have never once left lights on in a car that I was operating. Same for never locking in my keys, or forgetting to put it in park or gear...
...I'm telling you, when I get in and out of a car, it's like I have OCD with the way I do a mental checklist of everything. Not to mention, I have to always wait for both lights to fall before I shut the engine off.
I'm not worried about forgetting to turn off the lights. I am however sick of that buzzing.

Mine is shot too. If your is like mine its plugged into the fuse panel and there are also wires going to it. I unplugged mine from the fuse panel and left it hanging. I did not unplug the wires.
I tried removing it entirely once years ago but something else stopped working...can't remember what. Point being you need to leave the wires to it connected but you can unplug it from the fuse panel.
My ignition switch buzzer started coming on all the time, so I found the horn relay under the hood and unplugged it. That's the way to go. It sounds like yours is by your feet? You won't miss the buzzing noise, I promise.
Sounds like the wire that connects that relay to the ignition is broke.
Make sure all the fuses are good. Sounds like the buzzer knows the headlights are on, but doesn't know the car is running. That is where I would start.
My guess is that when you did some rewiring, the power to the buzzer got 'swapped' from the ignition "OFF" 12v. line to the ignition "ON" line. I can't tell you how that might have happened, only that the buzzer should be powered by ignition "OFF" (accessory feed) only.

That's the odd part because I did almost nothing to or near the fuse panel. I think I tapped the ACC terminal for something, and I have a no courtesy relay in place...but that was removed after the buzzing started.
Sully1882 just suggested it might be the switch that might be attached to the bottom of the headlight assembly. Very brilliant though, but I don't recall ever seeing these before. Were these installed on all Vettes '69 thru '77 or were they an option kind of thing?
Using the 1977 corvette blue electrical troubleshooting manual the three audible alarms from the buzzer are seatbelt warning, headlight warning, and ignition key warning. There are 4 flat spade connectors on one side of the buzzer unit that plug into the fuse panel on the far right side, it almost looks like a add on harness to the main fuse block. On the top side of the buzzer unit there are 2 more flat spade connectors. These connectors on the buzzer unit should be attached to a pigtail running down the steering column. There is a gray wire with a green plastic connector coming out of the buzzer unit that should be plugged into the LPS socket in the main fuse block. Hope this helps
In my 77, I had to pull out the buzzer to fix it, but I realized actually I needed a new one. All you have to do is un plug it from the side of the fuse box (id doesn't have anything to do with the fuse box) and unplug a plugin on the bottem. If you ever find a new one, or if yours still works, i'm looking to buy one.
