IF the assy is free to move, not frozen up somehow....
note there are FOUR hoses....3 large and one small at the actuator....
pull the small one off with engine running, the door should pop up....
if not, check that is does with small hose connected, and wiper door switch...one of the black ones, under the steering column does raise the door....if it does....you most likely have a bad wiper vac solenoid mounted up/under the tach interfaces the electric wiper switch with the vacuum/mechanical operation...
The system has a number of "fail-safe" features. First, there is the vacuum solenoid switch (located on back of tach) which has to get power from the wiper switch before it will work. Then there is the [main] vacuum relay which must operate. There is also a wiper motor actuating switch located on the firewall. Don't forget the wiper blade switch which is under the right-side wiper and must be 'made' for the wiper door to close. You really need to buy a vacuum system (headlights & wipers) schematic and diagnostic manual from one of the C3 aftermarket parts suppliers so you know what is in the system (these manuals may be year-specific).

I concur that the first place I would look for no response is the solenoid under the dash. Also, ensure that the over ride switch under the steering column has not been turned as that happened to me once. OOPS! It kills the power to the wipers!

Wiper Door now works but wipers only work when I press and hold washer button
LOok close at the frame just below the washer/a-c duct housing....you see the chrome edge of the main bezel coming up the sides?? is it broken at that frame lower edge?? if so, you are probably loosing electrical conductivity for the wiper switch ground....it grounds one or both of the two wiper speed switch wires....when you push the button that bezel maybe moving enough to ground to the instrument section below.....
