most guys just degrease and soak in rust removal solutions. if you sand blast them, you'll never get all the grit out of the tracks.

If they are not rusted, I would blow the tracks out well with compressed air and then slightly grease the all moving parts. As for taking them apart, I wouldn't do it.
I wouldn't go to the trouble of disassembling them unless you have the correct rivets, rivet press and pressing heads to reassemble it correctly. You don't want that seat track to come apart during a frontal impact accident.
I just removed the seats when I replaced the carpet. Just wiped them off and replaced the seats. No one can see them--so if they work---leave them alone.
I guess if you carefully painted them with a brush you'd be okay. But if you spray them, the paint will end up in the moving parts and create movement problems I would suspect.
