Main reason to put bumpers on first ist to make sure everything fits right. Main reason to paint before bumpers are installed is to get paint coverage in the areas covered by the bumpers.
I suggest test fitting everything, then removing the bumpers for painting.

Halfmoon is right you should test -fit the bumpers before you paint.
You can paint the valance on the car but I think you get a better job painting it off the car. It's fairly easy to put it on without damaging the paint.
The bumpers are easier to install with the valance off, only because it's a little easier to get to all brackets that need to be adjusted and shimmed. But they can be put on with the valance already on.
