Do you have power steering? When the engine is off, there is play in the control valve. There is about an 1/8" of play where the Pitman arm moves, but the drag link does not.
Steering box play is when the input shaft turns and the pitmarm arm doesn't. There should be no play here when "on center," but will be some play here once 180* off center.
There are many elements of potential play in the sterring system. You will need to do more observation/diagnostics and report your findings for assistance.
Your question is specifically about the steering gear. When the gear is set exactly on the center of travel there should virtually be no play when turning the input shaft versus the output shaft. However, when you are from 1/2 turn to nearly full lock you should notice some play as you rotate the input shaft. That is because the gear set inside the steering gear was manufactured with a slight interference fit exactly on center and a known amount of clearance in the gear set with the gear set off center. That is is the way that it is supposed to be.
