Default Headlamp doors question

I am restoring a 69 and the headlamp doors will only go up about 2-3 inches. I discounnected all the vaccum hoses and can't even raise them by hand. Could it be that the actuators are seized up or could it be something else? I have already replaced all the springs. I was about to order replacement actuators but wanted to check with the forum to see if there was something else I could do before laying out $200.

I would try disconnecting the rod for the actuators and then see if you can push the lights up.

ENS,
There is a LOT of linkage under those headlight doors. I'd really start looking under there real hard before ordering new actuators. There are so many parts that could be binding and be the cause of your trouble.
