It sounds kind of Bubba, but for something so small, just clean the area really well inside and out, and use an epoxy of some kind to plug and seal the hole. If it were any larger I would suggest patching the hole with a piece of metal, but something that small would be easily taken care of with epoxy. Just clean it very thoroughly.
Just to add to Durango’s post, you might want to also coat it with some type of rust stabilizer inside and out. (POR, or Coreless from Eastwood work great for this). On the bad side of this, if you try to fill the hole with weld the dime size hole will be a quarter in an instant. Be sure to inspect all the little pits you see and when you clean it inspect them again! Use an awe (pick) to push on the pits, you will probably find another one.
We are working on a repair help for this exact problem but it is taking a long time to do. The windshield frame replace/repair is a very hard job, but simple repairs can be made without going to the extreme mode just yet.
