Try switching it back to RUN again (do Not crank, do Not start) for only a second or two ... then switch it back to OFF.
Does tach drop to zero? It should.

the way this was explained to me when i was like 6 was that this is kind of an anti theft type thing.. i dont really member how.. but thats what i was told...........
