the thing is, its not our money or time, it is yours.. if you have "enough" of both, i would say a complete overhaul is the thing for you.
if you dont want to spend @$$ loads of money or time, then a valve/head job will sufice and should stop the smoking
If it did not run well after that effort, it would be time for more invasive repairs. The heads would be replaced with aftermarket and the bores would be inspected for wear. If the bores were still serviceable I would overhaul the short block and re-ring it. This is where I am now with mine but for a different set of reasons.
If the bores are found to be worn so bad that the block needs to be bored oversize then you will need new pistons as well. Time to rebuild or upgrade as the budget and desire comes together.

You may be able to get away with just a head job; regrind valves & seats, new oil seals on the valve stems. That'll also give you a chance to inspect the cylinder walls.
By registering higher compression while there is some oil injected in the cylinders, does not that mean that the rings are worn, rather then the valves?
Your right it does mean piston seal is weak if the presure goes up when adding oil. Looking at your plugs does look like oil by the rings. The milage you have is not that much at all and that would give me more of a feel for bad rings and or stuck rings than the heads. If this was my car and I wasn't going to do a whole motor just yet. I think I would check my intake sealing to the ports first. Then I would give a product called "Chem-Tool" a try. Read the lable of this product and see how it goes. If you got to do heads or seals, save your money and do the whole rebuild at one time it still runs? and not try and save money doing a head job which to me would be a waste cause your going to do it again when you do the bottom end.
