Do you mean you can only obtain the same maximum speed in either gear, but obviously at different engine rpm....
or
are you infering that the ratio seems the same in both 2nd and 3rd, and there is no difference in engine rpm at a given speed in either gear?

I think you've still got shift linkage issues.
By the way, you have NO info in your profile.
I can only assume we are dealing with a stock '74 GM 4 speed...
Or have you or previous owner fitted a different box in there.
