Since I'm doing a frame off and the original mileage is unknown, I would like to rest the odometer back to zero. Can that be done, if so is it hard to do?
i asked the same question a year ago and got nothing but answers about how illegal it was! yea, i just found a 37 year old car with zero miles on it! i finally just rolled the speedo up to an even number of thousands. i think it can be done, but the mechanism has to be totally disassembled.

I can be done legally, at least here in CA. The key is if it's defective it can be replaced or reset if it needs new parts. I've had it done on our fleet vehicles, usually trucks, when the speedo or odometer fail. The key is having a certified speedometer shop do it, and notifying DMV with the updated mileage. However, just reseting it for an arbitrary reason like yours would not fly.
All that aside, anything can be done, I just wouldn't recommend it
