I'd say yes. If the bumper is urethane, the paint / body stores have a two part 'rubber bumper' repair for it. If fiberglass, it can also be repaired.
I'd suggest taking the bumper cover off and assessing the damage - might be some structure underneath that also needs attenion, and from the looks - you will need to get to the backside of the bumper cover to begin the repair. Scuff up area on backside well around the damage, put in some fiberglass screen / fiberglass cloth (dependin if urethane or glass) - drill hole at end of any cracks, v-groove damaged areas - build up structure from backside then go to the front side for body working the panel.
OR - buy replacement bumper cover, more $$ but less work....

Urethane bumpers can be fixed. Most bumper shops do them regularly, and the fix is good. SEM and Fusor make excellent products for the bumper repair if you want to do it yourself. We send all our bumpers out to a bumper repair shop and have them do it - they're fast and cheap.
