Holley carb and base idle is 700 rpm.

Sounds to me like he's disconnected the vacuum advance hose from the carburetor and plugged that end (of the hose).

Akbird has it right. I disconnected the hose from the distributor and plugged that end--leaaving it connected to the carb.

If you decide to go with lighter springs, they are easy to change. Pull the cap and rotor and they are right there.
