What is this interior part?
I have removed the defective AC unit and heater blower and there is a round metal piece that looks alot like a vacuum headlight actuator (only smaller) under the passenger side kick panel. It has a small rubber hose going to the heater control switch (I think). Two questions: what is it? Can I get rid of it? This car will be a race car only and not a street car.

The part you are talking about is a vacuum actuator that operates a flap in the kickpanel. This allows air to recirculate from the cabin through the AC unit. If you don't have AC in the car you can remove the vacuum actuator.

Rear Vent if you DON'T have AC
Not sure how "unsafe" this is, but the rear vents are controlled by a similar actuator to open/close the vent for the passenger compartment if the car did NOT have AC. If the car had AC the vent was sealed shut and the actuator removed.
