Default Quick Engine ID question

Car is a '79. The passenger pad is blank, and I know the engine has been rebuilt so I'm assuming it was decked off. The rear number is 14016379 which is 77-79 casting number.

So am I safe to claim its numbers matching?

Can't be numbers matching with the pad erased. You CAN say it has the correct casting numbers though, assuming the year and month of the block match the build of the car.
