several thing to know, year of car, and does the switch vary speed on the lower ranges, but NOT on high speed.....
then IF high speed does in fact function, the flow is weak....you have one of several problems...
first is block airflow by debris in the passage after the blower and stopped on the pressure side of the a/c evap core....PIA to get to but CAN be done by removing the blower motor, and the blower speed resistors on top of the evap housing....
after all that is done, there is a ton more information about the situation...
ALL C3s have this ongoing battle...welcome to the club.....
If the fan runs faster on high speed, but does not blow more air, then you either have a blockage or your under-dash ductwork is shot, or both.
A common problem is the fan shroud - it is probably filled with trash.
I have a 1979 and had the problem MRVETTE described with leaves blocking the A/C evaporator. After I cleaned it out I made filters for the cowl that block debris from entering my air system. I used 1/4" charcoal filter material. Keeps debris out and filters the outside air entering my vehicle.
