It should be a rebuilt pump with only a few hundred miles. Maybe it was done improperly.

Before I start replacing parts can anyone verify the pitman arm is correct and if I can ID the correct valve in the back of the pump by measuring?

I know more now than I did a few weeks ago now that I had it running over the weekend. Here are the exact symtoms. If the car is idling you may have power steering or you may not. If you have ps you may have it but once you move the wheel a few times left to right it stops being assisted. If you do not have any ps then if you blip the throttle it comes back and works properly for a short while. All of this is testing sitting in the driveway. Once you get going down the road and the engine speed is up it works properly. I checked the belt tension and it seemed reasonable but not overly tight.

Anyone have other items I should check? Can the ps pump lose it prime if there is air in there?

Not silly question Grasshopper! Low fluid level could also give these symptoms.

If fluid level is good, my bet would be on a bad pump.
