All vacuum lines are right but the door wont come up when I turn on the wipers...It will come up when I pull the vacuum override....And when I turn on the wipers With or Without the override switch pulled I can hear relays clicking but no wipers.
That toggle switch has been added by a PO. What does it do when you flip it? It could be a cheap 'security' system if car won't start when flipped. Your problem with the wiper door is likely the wiper solenoid switch which is mounted to the back side of your tachometer. (Yep, you heard right.) You can remove it and try to clean it. The electrical connection is 12v. feed from the wiper switch; the vacuum line goes to the wiper door actuator relay (front-right fenderwell). Usually that device still is functional but is gummed up or clogged up. You can try cleaning it and power it with 12v. to see if you get a 'click'. If so, the solenoid works and the device shouldn't need replacing. If it doesn't function, buy a new one from ZIP products or lectriclimited.com .
The switch that the arrow is pointed to is a wiper cutoff as stated earlier. It should be a normally-ON switch. The way it's used is to turn the wipers on and flip that switch when the wipers are up on the glass. That disconnects the wiper motor and freezes the wipers on the glass so you can change the blades or do whatever maintenance you need.

That sounds like the vacuum solenoid (on the back of the tach) is not functioning. Check power going to it with the wiper switch. If it's seeing power and the wiper door isn't opening automatically, then the solenoid is dead.
Good news is it's a simple fix once you get to it. Bad news is the backside of the tach is one of the least accessible places on the entire car.
The wiring diagram should be in any service manual (even the Chilton)
Ok heres where I'm at....Ckecked wiper fuse its good.Checked power to the vacuum solenoid with wiper switch on...No power.....Feed power to the vacuum solenoid and the door opens.But the wipers still wont work....I can hear relays clicking when I switch the wipers on and off but no wipers.Now what do I look for?and where does the vacuum solenoid get its power from?

If the upper portion of your center cluster is broken be careful when touching the metal and turning the wiper on...if it has lost its ground it will try to ground through you and shock the sh.. out of you.

I had it out when I changed the clock its all one piece.
You really need to let me know if it's a 1968. The 1968 schematic is nothing like any other car! The switch on the 1969-1972 car was a red wire with a white stripe and hot all the time. The 1968 cars this was different!
Even the power up method of the motor was different. The 1969-1982 motors basically power up and test the same way, but the 1968 is the odd man out on this.
Boy, I'd rather take a beat down than run a issue on a 68, but. . . If you want to email me direct. I'm looking at a few other questions and then packing it in for the night, but I think I can help you figure this out.
The self power up test on the one link will help you rule out the wiper motor. After that it becomes interesting.
