Default Tri-power fast idle concern

Hi, I am new to this forum. I own a 1969 427 tripower 400 hp Corvette and am having problems having the car start and stay on fast idle rpm.

I have replaced the bi-metal spring and upon a cold start after pressing the accelerator pedal to ful stroke the bi-metal spring does place the cam to the high speed idle position. However when I start the car it does not stay on the high speed idle cam position and the engine stalls.

What do I do next to get the engine to stay on high speed idle on a cold start?
